The simple existence of all those technological doodads means that
there has to be SOMEONE out there making them. That's the folks with this
Quality. Basically, this Quality acts as an upper cap on the level of
Superscience widget that the character can create; characters with Level
1. Superscientist can create up to level 1 widgets, but not level 2. And
so on.
